Messer pays more than double that sum by way of rental.

Under the scheme for rent allowances Mr.

Messer, being an Officer in Class I, would be entitled to draw up to a maximum of 81,580 while renting a separate house. I consider however that, as there is no prospect at the present time of providing a house for him, he should, with effect from the 1st. January, 1917, the date of the commencement of the rent allowances, be allowed the full rental, including all taxes, of the house which he at present occupies or of such other house as he may in future occupy with the consent of the Governor. The monthly rental which he at present pays is Rent 8140, Taxes £28, total $168.

Mr. Messer's claim to free quarters or to

their full equivalent, a claim which I regard as ful ly justified, would thus be adequately recognised.
